You can buy “pay-per-click” advertising through Google’s AdWords system, Yahoo’s Search Marketing division, MSN AdCenter, and Ask.com. When you include their “search partners” (including AOL), these search engines handle more than 90% of all searches online.
My experience — and the experience of nearly all marketers — is that pay-per-click search on any other “search engine” is ineffective and unprofitable due to widespread fraud. There is an intricate network of relationships between thousands of “second-tier” search engines and sites; when you run an ad on one of these second-tier search engines, you’re usually buying traffic on dozens or hundreds of other search engines, many of them unethical or fraudulent.
There might be some legitimate pay-per-click search opportunities beyond these top 3 or 4 search engines, but the cost to monitor campaigns and demand credit for fraudulent traffic is simply too high to justify the effort for most advertisers.

NOTE: Submitting your site to any search engine will only get you in their index and nothing more as it takes “Backlinks” (links on other websites) to propel you to the top of any and all search engine results.

If you are advertising, don’t bother wasting money on any engine other than Google, Yahoo, and MSN – in that order.
Google is still the largest, Yahoo, the 2nd largest, and MSN the third.
If you are advertising, focus on those 3. The other “search engines” account for 1% of search engine users. If advertising, that’s not good ROI. Better to spend more at Google, Yahoo, and MSN – maximize ROI from them.
